What DCC is
Dynamic currency conversion occurs when a foreign merchant terminal or ATM offers to bill you in yen instead of the local currency. The conversion is then performed using the merchant’s or ATM operator’s rate rather than your card issuer’s normal process — and that rate typically includes a markup that benefits the merchant, not you.
Visa’s Japan guidance instructs ATM users that declining conversion applies the card company’s rate in local currency, while accepting can produce a higher yen amount. Mastercard likewise describes DCC as an optional choice between local currency and the cardholder’s billing currency.
The rule and the catch
Always choose the local currency and decline conversion. That lets your card network and issuer convert the transaction, which is usually cheaper — even after the issuer’s own foreign-transaction fee. Declining DCC does not remove that issuer fee, but it removes the extra merchant/ATM markup on top of it.
The catch is that DCC is often pre-selected or worded to sound helpful (“pay in your own currency”). Look for the screen showing both a yen amount and a local-currency amount, and pick the local one.
